TPI predicts slowdown in global outsourcing The quarterly figures from outsourcing advisors TPI show the lowest first quarter figure for five years at US$17.6 billion, compared to US$25.4 billion a year earlier. Europe ’s €4bn outsourcing industry in dire straits According to research by Compass Management Consulting, the European Outsourcing Industry is hitting a new low. Many deals being taken back in-house due to less than expected results, dissatisfaction on costs, quality and unproductive resources is taking its toll. 65% of all contracts worth over £20m are not making it to their full term. The study made some scathing revelations: Contracts are priced to show an immediate saving of around 18% which spirals to 36% above in-house operations by the third year. Indian Do-Not-Call Registry to be maintained by NIC Regulators from the Banking and Telecom sectors agreed on NIC ( National Informatics Center ) to handle the DNC Registry in India . The process of formulating guidelines seems to be near completion. All telemarketing agencies, including DSAs shall have to register as OSPs under the new norms. Any violation by telemarketers shall carry a stiff penalty, the amounts shall be disclosed soon. A new code for appointing DSAs shall also be disclosed. BPONews files RTI application on DoT order - has the desired effect Since the DoT order was brought forward by technically challenged bureaucrats and would affect the entire SME segment of the BPO Industry in India, BPONews did not waste any time to file an RTI Application seeking answers to some (rather stingy) questions. We have received 2 letters till now with a lot of statistical information yet no official has come forward to answer the most important questions that were asked. We had asked if there was a ‘social impact study’ conducted before such a blanket order was issued. We also questioned the basis of this order since the DoT has not approved 196 applications (as on 23.03.07). As a follow up action, we were ready to file a PIL (since the order would affect more than 35000 people). We have the backing of Members of Parliament too who understand the social implications of such an order and were willing to support our voice in various Forums. In all this, we never questioned the order itself, since DoT is legally correct in questioning ISPs and BPOs, we only objected to the mindless manner in which the events took shape. Proactive Govt support for Philippines BPOs, India lags behind While Indian BPOs struggle to get across their points of view to the Govt, BPOs in Philippines are running away with strong proactive Govt support. While Indian Govt drags its feet over issues like ‘sharing of infrastructure between Domestic and International operations’, or over the fate of ‘internet telephony’, Philippines Govt is already enabling its cyber cafes to become BPO shops. Though this may not be seen as a significant threat to the Indian BPO Industry, it may be a great trend to watch for. Significantly, I am fortunate to be involved in brainstorming with a big brand BPO in India , where the question under proactive discussion is: ‘how can agents work from homes’? But the recent Govt ruling on ‘internet telephony’ may kill the chickens before they hatch. Regardless, Philippines is still running away with an innovative idea when all we can do is watch. Think of the revolution it can bring about if the Govt enables easy ‘sharing of infra’ and the use of ‘IP for telephony’. We will witness a Big Bang in BPO which may add an immediate 2,00,000 people to the Industry, even by the most pessimistic estimates. People may want to work from home - fulltime and part-time. Companies will benefit by a large arm. Telecom will witness a boom in broadband connectivity and business. We may leverage it for domestic business too. US-based BPO acquired by HOV for $148 m Pune based HOV Services has acquired US-based BPO Lason for $148 million. The acquisition was carried through its US subsidiary, HOV Services, and funded by HOV Capital, Merrill Lynch and Apollo Management. This deal comes on the heels of its recent acquisition of Tracmail and SAM Holdings recently for $3.74m. Lason currently has an Indian subsidiary in Chennai with 8,000 people. Analytics co’s look to Foreign University training for talent Analytics is an emerging area in the Indian Knowledge Process Outsourcing (KPO) sector. While the overall KPO space is expected to grow at 50%, analytics could witness 70-80% growth, according to experts. Finding the right qualified talent, especially in niche areas like financial analytics remains a challenge. Recruiting IIT and IIM graduates has been the outcome so far. With growing demand, companies are tying-up with foreign universities for analytics training. According to reports, the entire Indian KPO sector is expected to employ more than 2,50,000 KPO professionals by 2010. Foreign universities are now gearing up to meet this demand. DoT directive on closing down illegal BPOs In a bid to clamp down the illegal use of ‘internet telephony’ the DoT has come out with a directive to ISPs. This move is estimated to affect around 2300 small BPOs across the country. The BPIAI (Business Process Industry Association of India) has vehemently opposed the decision and has sought a rational way out. Deepak Gupta of BPIAI has suggested that" the govt must levy a 6% revenue share on foreign internet telephony to provide a level playing field." The discussion on a new policy for internet telephony has been long pending, with no positive action by DoT or TRAI. Looks like the DoT officials have a mandate contrary to the Central Govt. On the one side the govt wants to create jobs, and on the other side, the technologically challenged ministry officials find solace in ‘old times’. One may want to consider facts: This move affects more than 2000 BPO companies. It affects employment of approximately 10,000 people in small towns.
